Rural Renewal Counties
The rural renewal county is an area added to the WOTC. It is defined as any county outside a metropolitan statistical area that had a net population loss during the periods 1990 - 1994 and 1995 - 1999. This definition includes 408 counties, covering 32 states.
Criteria for Rural Renewal County Resident (RRC)
- Any person who is at least 18 but not yet 40 years of age on the hiring date
- Has his / her principal place of abode within a Rural Renewal County (RRC)

Along with the IRS 8850 and ETA 9061 forms, employers will need to submit documentation for proof of age and address. Typically a copy of a driver's license is sufficient documentation because it contains both the age and address. However, if the address on the driver's license does not match the address on the IRS 8850 form, the employer will need to submit another form of documentation for address, such as a utility bill, bank statement, voter's registration card, insurance card, etc. A list of acceptable documentation is located on page two of the ETA 9061 form.
